 Insert a new bill section to read:                                                                 
       "* Sec. 2. AS 34.50.020 is amended by adding a new subsection                              
    to read:                                                                                        
     (d) Liability for the conduct described in this section shall not                              
    attach to the legal guardian of any child who has been adopted                                  
    after being in state custody, including foster care."
